Hey! You're right... Zooming right in, it's not that the background colour is off white (It's pure white) -- it's that the anti-aliasing around the black lines is all done in green. (Usually it's done with shades of grey)
It may not be deliberate, though - it looks more like an effect of whatever program Pete uses to create the gif file for putting on the web. The less different colors used in a gif file, the smaller the file size turns out to be... So when reducing the number of colors in the image, the program may have decided that the green from the christmas tree was similar enough to the grey from the anti-aliasing to approximate them to the same color.

upon closer inspection (magnifier tool that comes with windows) i have decided that it is not colorization of line art like i first suspected, but limited color gif strangeness. I noticed that all the green in the anti-aliasing happens to be exactly the same shade, and shares that shade in common with the tree (or the stand, perhaps) so, dark grey was being replaced by greyish green.
