Can users create polls? I'd like to get one going about preferences for Zoe's hair (long, short or bald!) but don't see the option.

Nope. We regular types can't make polls. Only mods can.

However, you can start a thread that you want to be a poll, and ask some kindly mod (preferably one of the ones assigned to that particular neighborhood) to turn it into a poll for you.
