Also known as the For The People Act of 2021. Short form: it takes away the power of the states to deliberately disenfranchise and/or discourage voters, because they're members of the wrong party, by Federalizing elections. Shorter form: it's a stake aimed at the heart of the Republican Party, which openly can't tolerate or survive democracy. The only way it will get through the Senate and become law is if the two Democrats who like the filibuster decide not to sacrifice their party/nation on that altar.

Yeah, they're not getting rid of the filibuster. I think both parties actually like the filibuster enough to keep it around. Sure, they can't get anything done when they're in power, but they'll be glad for it the next time they're on the losing side. The Republicans are moving to restrict voting at the state level all over the country, and they still control the vast majority of state legislatures.

Manchin has publically let Moscow Mitch known that if the Republicans don't come to the table hat in hand on this, he'll let the Democrats eliminate the filibuster as a veto. Once it's reduced back to an expensive delaying tactic that will ultimately fail in the face of a determined majority, the Senate Republicans are in a very bad place indeed; and McConnell (who is prepping his parachute as I type) knows this. So I suspect the advantage of controlling the state governments is going to be very greatly reduced in the next few months.

Any chance the Supreme Court strikes down HR-1 if it does get passed?

Chance? Yes. Good one? I doubt it; a direct power struggle between the SC on the one hand and Congress/The Presidency on the other is one the Court is doomed to lose. I suspect we'd see some effort to limit the damage to their party instead.

Well, we're seeing more serious noises about limiting the damage the GOP can do with the filibuster. McConnell was nervous enough to threaten that if the Democrats take away the Republican ability to stop the vital work of the nation from happening, then his caucus will slow it down in an ultimately doomed effort to stop it from happening, and he'll keep it up until the rules change to take away his ability to do that too. Oh, and if by some off chance they're ever in a position to try, the Republicans will enact all the stuff they've been saying they want to enact for decades without ever making any effort to try. That'll show them.
