I could be totally off base here, but in my rereading of OUII, I saw something that made me blink and double take.
Uncle Time?

Perhaps he is singing part of the "Riddle of Uncle Time"? I dunno, I'm not too good with poetry. Has someone deciphered the lyrics to that song before?
The whole song (starting from the previous comic):

While it would be supremely cool if the pirate had been Uncle Time and if the song lyrics had hidden significance to the Riddle, Mewtarthio's right... there's nothing there. The two characters just happen to bear a slight resemblance.
