Wow. All kinds of storylines coming together here. The already thick plot thickens further.
And... Mokhadun was in 2014?!??! That long ago? Hard to believe. In fact, I feel like I said that on these forums sometime earlier, and if so, it's been so long since then that Mokhadun-2014 was a shock to me this time too.

Looking at how things went, it seems to me that the fault was entirely on Chilus's side.

Yeah, I took the "one mistake" Chilus referenced to be the killing of Qaboos, especially with Wilcott looking at the picture in the beginning of the strip. Otherwise, things worked out roughly as Wilcott's still unknown boss seems to have wanted.

Then I looked at the Corpus of Contemporary American English, and "odd while" didn't turn up anything there either. It must be a colloquialism or idiomatic saying. Thanks for pointing this out! It's fascinating to me

I think it's simply meant to be that Will's absence, since his last visit to Chilus, has lasted an unusual long time.
Chilus just like to talk sanctimoniously.
