Lâu Pang had three. So did Saik and various other No-Funners, but they definitely didn't rise to the level of "best villain."
At first glance you might think K'z'k has three, but I count SIX.
(Two normal locations, one forehead, one chin, two shoulders.)All the Hereticorp board & goons have the normal two. Are there other odd-eyed villains I'm forgetting?
