Since the phrase is an actual quote, that is not within another quote, double quotation marks is probably the appropriate choice.

Kozoaku calls the Mohkadun God-Team "sentient" beings. Everybody keeps saying "sentient" when they mean intelligent beings, "sapient" in meaning 3 here https://en.wiktionary.org/wiki/sapient#Adjective "Sentient" means having inner experience, being able to sense or feel things. Unintelligent animals that can feel pain and so on are also sentient. The case for animal rights is pretty much based on sentience. So the correct word would be "sapient" here if the intended meaning is intelligent beings.
