You say Lake Venne early on but then say Lake Randera later. Are we talking the same lake with different names or two different lakes?
Speaking of Lake Venne... that name sounds rather familiar...

Two different lakes.
Lake Randera is where the Thalesians and others were on their way to, and where most people imagine that King Sarak probably died; that's where the main battlefront was.
Lake Venne is where King Sarak actually died, running into a Zemoch patrol and, well, all of that happened. (It was a very large battle).
Oh - and you can put together lake dredging gear, but you'll need a boat to put said gear on. (If there are fishermen anywhere near the lake, then there will be boats there, and it's merely a matter of getting permission. Or outright theft, of course.)

When you contact the Ship via tablet and enquire, you will find that there is a small research submarine. It's packed in the form of a kit (in a large crate) that can be assembled into the submarine (and the joints patched with a sealant to prevent leaks) - the crate is transportable by truck, but the fully assembled submarine is not.
It'll take around an hour to either assemble or disassemble; every time you assemble it you'll need to use a new tube of sealant (but as long as you don't disassemble it the sealant is good for weeks); the tubes of sealant that were originally packaged for the submarine have dried out in transit but a query to David will show that he can have one tube's worth of fresh sealant ready to go by the time you get back to the ship.

Science, if I had to guess. If it does require a piloting skill, though, Theresa has it. A submarine is just an underwater airplane, right?

Sir Sparhawk does have a radio, yes, and had a whole five minutes of instruction in how to use it.
Normally, you'd require a piloting skill to pilot a submarine; however, this is only actually used if you plan on doing fancy steering; piloting through an obstacle course, fighting a giant octopus, or similar. If you're moving along slowly - and can refer to the manual that you're holding open somewhere easily consulted - then you can do simple, basic navigation without needing to roll any skill at all.
Unless there is a submarine city under Lake Venne - or some sort of giant squid or similar lives down there - you should be able to manage just fine regardless of actual skills.

The batteries on that radio are probably dead by now, at any rate.
Also, considering the Blue Rose was inside the crown jewels of the Thalesian King and we're trying to find it by tracking his last known locations, I believe it is a safe assumption it was in Thalesia for a while.
