Basically, yes. (Well, technically you'd be taking "Additional Capability: Wide Area" and "Miniaturisation", but the exact names aren't too important). You'd have enough bugs to pretty much cover the Palace, with none left over.
Because you learnt from your previous dual-bugging issue, these bugs will neatly transmit (via the hidden antenna) on different wavelengths, all of which can be recorded back at the Ship. Unfortunately, this will result in a lot of banal chatter by servants etc. being recorded; and the only person back at the Ship with access to the recordings who understands enough Elene to pick out which recordings are important is Sir Bevier (so far, out of an excess of caution, David hasn't been letting Zalasbra know about anything even slightly sensitive); so you might only be alerted of even important conversations after some delay.
You can expect that something will happen to your hidden antenna (like being stepped on, or running out of batteries, or suchlike) around the time your Universal Gadget ability refreshes, because you don't get to have two of them active at once.
And, if you do decide to go this way, then yes, Piper and Talen will be willing to help. (Talen will probably walk out of the Palace with his pockets just full of various trinkets that used to belong to random nobles and other people in the Palace, of course.)

If you want to leave bugs throughout the Palace, right now (while the Primate is still getting chewed out) is the perfect time to do so. If you'd like to arrange to speak further with the Earl of Lenda, you'll find him in the throne room, also visiting the Queen.
If no-one wants to do either of those right now, then after a brief stop-over at the throne room everyone can move back to Pandion HQ for a bit of discussion.

Arkady wouldn't mind chatting with the Earl, but sees no urgency to doing so. That said, I'm probably not going to have computer access at all until the end of the week; so he'll just watch and observe and such like until then. Unless some demonic power shows up (other than the primate), in which case he'll pitch in as best he can.

The static in the radio signals has nothing to do with your equipment. Rather, there are multiple, mobile, invisible and perhaps intangible sources of radio static which appear to respond to attempts to communicate with them by lightning bolting the equipment in question.
There are ways to work around it, but it's going to be pretty tricky to eliminate it until you can figure out what's up with the sources.
Incidentally, Aramsham is the senile old fanatic leader out in the Rendorish desert. Unless he has access to a means of travel faster than horses, there's no way he's going to be picked up by the bugs in the Palace. Did you mean Raven, or are you expecting some form of teleportation from Rendor?

Can I at least say I've used my downtime to figure out a way around the disturbances that reduces feedback enough that the voices can be identified?

You may want to ask Arkady to jump in on that project; it sounds like we may need to do some sig-int before we can filter out the static that'll come up out of nowhere every time a Pandion (or rogue prelate) practices magic, or Piper so much as moves.

The voices on the radio are still distorted. However, they are now distorted consistently; so that, while Raven-on-the-radio doesn't sound at all like Raven-in-real-life, he does at least consistently sound like Raven-on-the-radio. Thus, once his specific voice has been identified (such as by someone calling him 'Primate'), it won't be hard to recognise him in other contexts. It also won't be hard to persuade the Earl of Lenda to wander about the palace, greeting everyone very loudly by name and title, if you ask him. (Not that it'll be hard to figure out who the Primate is, in any case - someone's sure to address him by either name or title in pretty short order. But the Earl can probably help you put names to the voices of various petty nobles and so on). Quote: or Piper so much as moves. I'm not too worried about hard drive space. We have a lot of unnecessary data as it stands and odds are pretty good we can just pull spare hard drives out of storage.

Yeah, hard drive space is not a problem. You've got a few thousand terabytes of storage sitting there and doing nothing at the moment; David will object to you giving away hard drives to the locals, but he's got nothing against you storing data on them temporarily.
And yeah, the ship's microphones work just as well picking up the sound of Elene words (and playing them back) as any other language. Mind you, converting that speech to text will - well, as you said, will be more hilarious than practical. Mainly because of the lack of proper phoneme data for the Elene language. Nonetheless, let's do your roll...

I suppose now is as good a time as any to take some down time? Focus on the colony and getting the health experts up and moving about under their own power.
Two weeks minimum to see how the thing with Aramsham pans out? Maybe go on the occasional scouting foray to try and locate Sir Sparhawk and Lady Sephrenia? I imagine dirt bikes would be useful if we aren't going on these huge, overly long excursions.
Felix also kinda wants to spend time building an air strip so we can have a spot for planes and helicopters to take off should we need that.

Nothing wrong with a little downtime. Of course, in the meantime, any Nefarious Plots which may or may not be going on in the background will have two weeks to continue unopposed; but on the bright side, you'll have a runway, and it shouldn't be hard to arrange a plane that can land on still water. (Fuel will still be a problem for aircraft. You're not going to run a plane on wood-burning.)
