I am contemplating starting up a Fallout game. It would be different from Fallout games that have come before. The players would not be coming out of a vault into the world - they would already be part of the world. In short: NO VAULT DWELLERS (unless they're "vault dwellers" in the sense that Vault City was a "vault").
I'm not sure where to set it, so if you're interested, consider these choices and PM me your vote (if you are Stan Cold, you can vote "don't run the game because I'm running one right now". That vote counts for 10.) Players will have considerable leeway in deciding what's in the area (ie, where they are from.)
Choice 1: New Mexico Advantage: I know the area, so it'd be pretty accurate. Disadvantage: I know the area, so it'd largely be a radioactive crater.
Choice 2: Kansas City Advantage: Water, farms, trade, life, green. Disadvantage: I know jack all about Kansas City.
Choice 3: New Orleans Advantage: Fishing, sailing, rivers, deltas. Disadvantage: Everything interesting is underwater.

I'm interested.
Would we be playing normal or mutated? And if mutated, in what ways, useful, debilitating or just cosmetic?
For setting, I probably vote Louisiana first, Kansas City second, Arizona third (sorry, I'm not a big fan of deserts).

Sorry, meant New Mexico, Third. (Not sure where I got Arizona.)

Arizona wasn't a choice. New Mexico isn't Arizona - and, quite frankly, in the Fallout world, Arizona is probably a provincial backwater, while New Mexico is probably one of the most influential and advanced States in the Union. Being the birthplace of the nuclear power that fuelled Fallout's pre-war economy wouldn't lend itself to the poor, ranching-based New Mexico we know.
Which is, of course, why it's a radioactive crater.
