No. A 10 gives you a 50/50 shot of hitting your target. Anything less I would deem "ineffective". Or "hoping for luck".

I just want to point out that an 18 is actually the worst roll in GURPS, not the best. And any of the rest of us should be able to see that Adam's full of it. Seriously.

I'm pretty sure that Stan is operating under the assumption that an 18 skill will automatically succeed. This is almost true, except that a natural roll of 17 or 18 always fails.
