Based on what Torg said last page, they are probably all on the one and only flying city. The rest of the world sounded like a ruin. Still pretty big, but she can fly too it seems.

We don't know if Cupidine is unique or not. The odds of showing up near someone similar are impossible to gauge with what we know. We also have no idea what travel methods exist in this time period.

Imma say if you can build a floating city, you can probably make an ocean for it. Or fake it at least. You can also give me sentient pies with great comedic timing and I'll believe it at this point.
