He hasn't exactly been given that kind of buildup.

I was thinking that initial small favours could allow us to build up blackmail material for future use. We wouldn't need him to honour a marker if we have a gun to his head.

True. Under other circumstances I'd tend to agree. But at this point it looks to me like the Primate is probably already facing what the Irish delicately call the high jump if we cure the Queen, so suitable leverage is probably not going to offer itself to us. Well, not unless we can prove he traffics with demons or some such; we could probably convince him to kick his own ass into some remote monastery and nail the door shut for us if we did that.

Can I spend a fate point to say I took some time to make some actual, easy-to-hide bugs that I can place? Maybe see if Piper and Talen want to go for a walk around the palace planting them, with a hidden radio antenna to pick up their signal and bounce it to the ship.
It's risky but I'd pay good money to be a fly on the wall around the Primate later tonight. Heck, even the next ten minutes.

I think that would fall more under the umbrella of Universal Gadget. (A Universal Gadget doesn't have to be only one piece; if it can perform its function better by being multiple pieces, it can do so).

So I just select Bugs with upgrades Many and Tiny for my universal?
Basically my plan is to see if Piper and Talen will help me hide these around the palace. Still debating it, though.
