Doubtful. Most people carry ID with them normally. It could be tens of thousands, say, distributed across the state with a heavy concentration in certain neighborhoods of Philadelphia.

Especially since all they'd need to do is send out a returnable postcard to each person (provided that person has a known address, which isn't certain) asking if they voted. You only need to look into the cases where you get responses or were unable to send the postcard in the first place.

Because it isn't a problem and all - every single one - attempts to crack down on "voter fraud" are in fact attempts at voter suppression.

Isn't most voter fraud done with absentee ballots anyways? I was under the impression that in-person voter fraud was pretty rare. Thus, requiring an ID isn't really going to help the situation. Agreed with FreakyBoy that it's more an attempt to make it harder for certain groups to get in to vote.

Almost all voter fraud is done by someone who mistakenly believes they have a right to vote, or who was too lazy to change their registration after moving.

Some science about it.
