No, Teddy wanted to nationalize everything, especially manufacturing.

Actually all I am doing is stirring the pot because I am bored at work.

TR was way too fond of private ownership to want to nationalize stuff. He wasn't stupid enough to allow the Capitalists to launch a coup d'etat (which is essentially what Morgan tried with his railroad trust); but that aside he was a solid lightly regulated capitalism kind of guy.
