This photo was taken in N.O. by a professional photographer hired to document work being done by the power company. It's one of those "don't know if I should laugh or cry" images.

It's basicly a list of Mardi Gras parade "crews", with the writer asking them to return to the city for the next Mardi Graw season. "Throw me something mister" is what people usually say to the parade participants to get them to throw them various goodies (such a dubloons, beads, etc..). Only drunken out-of-towners expose themselves for these. Natives just ask (in my experience).

Also, by 9/11 the guy has been trapped in his store for 2 weeks, lost his woman and had to eat his dog...so I think its safe to say he isn't in the best condition by that point.
