After today's comic and diving through archive links I found this information which also then linked this.

Cunningly hidden in the same comic the Zalias were last seen it's revealed Strom is another person with Chen's knowledge of an Oasis transponder.

That's one interpretation, but I find it more likely that Schlock is referring to himself.
Like "I know the workings of the transponder, but there is another one who knows it better - Chen".

Yeah, that's how I interpreted that statement.

Uh yeah.... I wouldn't even call the other one a remotely valid interpretation. Strom is only mentioned in that sentence because Schlock is concerned for his own safety and it makes zero sense that Strom would know about that stuff anyway.
