Well, for starters, ships in Star Trek have scanners that will allow them to see how hard the target's engines were hit. If the Captain wanted "It depends" as an answer, she would have just asked herself.

Federation sensors are pretty much unparalleled. They can reveal ridiculous levels of detail about things. Assume that Tartarus knows as much about the damage as the Klingon crew themselves do.

As an explanation, what happened here is that I didn't think through this idea. I had plans for things for the crew to do, but none of them had anything to do with Mortag, so when I opened with that, I just shot myself in the foot to start with because then everyone was expecting Klingon-y stuff and Mortag wasn't cool enough to justify him becoming the Q of the series. Sorry about that.
